The Position

The Network Operations Manager is responsible for planning, administering and managing the daily operations of the Network Operations organization. The position partners with Engineering on Growth and Upgrade Projects. The Network Operations group is responsible for the Operation, Maintenances and Repair of the network/switch equipment and circuits/facilities, performing preventive maintenance on network/switch equipment, coordinating all reported troubles/outages and providing technical assistance to the Network Control Center (NCC), Engineering, Network Operations Center (NOC) and Service and Cable Technicians.

Duties & Responsibilities:

• Supports Ops Team performing Operation, Maintenance and Repair of CO/Remote/DLC/COLO equipment and Installation and Turn-up of services
• Works with Service Operations Managers and Supervisor and NOC to ensure customer impacting issues are resolved in a timely manner.
• Partners with Engineering on Growth and Upgrade Projects and manages Technician Project assignments and workload to ensure due dates are met with minimal to no impact to customers.
• FTTH/FTTP GPON and VDSL equipment additions to meet growth demand
• New Splitter Turn-up to meet growth demand
• Equipment Upgrades
• Migrations from Legacy equipment to latest technology
• Voice Switch Support
• STP Support
• Manages Net Ops CAPEX and OPEX Budgets.
• Works with Capital Approval on Yearly CAPEX Budget
• Works with Accounting on Yearly Maintenance Budget
• Works with Fixed Assets Group to "Complete" Capital Projects
• Builds Business Cases for Generator and CO/Remote Power Equipment Replacement as necessary
• Builds Projects for DLC Battery Replacements and other needs as necessary
• Manages and renews Maintenance Contracts. (Calix, Telmar, Coriant and Carter Machinery).
• Confirms need prior to renewal to include renewing "as is" or with modifications, additions or subtractions
• Works with Vendor to renew Contract
• Coordinates CO/Remote/DLC maintenance utilizing Net Ops Techs and Contractor(s) to perform routine tasks and preventive maintenance at RLEC CO/Remote and DLC sites.
• DC Power Plant routines (Voltage, Amps and Load Sharing)
• Battery maintenance (Specific Gravity, Water Level and Cleaning)
• Equipment Filter replacements
• Tracks DLC battery life cycles - obtains quotes and schedules replacements.
• Manages CO, Remote and POP Back-up Generators.
• Repairs (schedule and approve)
• Fuel (monitor levels and schedule refueling)
• Schedules Preventive Maintenance
• Track Weekly auto run times to ensure all generators are on-line.
• Determines training needs for Techs and schedules cross-training as applicable to strengthen Team, share knowledge and handle workload
• Interviews and hires employees. Conducts performance appraisals, verifies quality of work and handles employee problems.
• Serves as high level technical support for Network Technicians related to new services, equipment installations, troubleshooting and maintenance
• Ensures SOX compliance

Qualifications

• High School Diploma required. Associate Degree preferred with 4 yr. Electrical/ Electronic Degree or relevant experience a plus.
• Minimum of 8 to 10 years in the Telephony or Communications field. Experience/training on voice and data communication networks and the individual elements within those networks, data/wireless communications principles including TDM Switching, Optical Transport, DLCs, AC/DC Power, Back-up Generators and Project Management.
